Question about Cyprus if anyone can answer

They say banks in Cyprus have large deposits from foreigners (many of them Russian, but this is not important for the purpose of this question). The government had planned to take a 10% cut of all deposits to make up for bank losses (it was told to do so by the Germans, but that's not part of my question either). That didn't go down very well so now the threat is that cuts of perhaps 2/3 or 3/4 of large deposits will be necessary to make up the shortfall.

The math doesn't work. If most of the deposits are from wealthy overseas investors, then 10% of all deposits is not much more than 10% of large deposits. Conversely, if a large cut of large deposits is necessary to avoid harming small depositors, then a large fraction of bank deposits are by small investors - and Cyprus was a haven for rich overseas investors.

Either I misunderstand something very badly, or they are lying to us and not being caught (who "they" are may be relevant for my question, but I don't know who it is).

I'm going to rant also

Unusual amount of junk in the NYTimes today. So here is MY rant, without links because no one deserves to read those articles.

- Nearly all teachers pass evaluations. Big surprise. Passing is not hard. Most students pass. Most managers and workers also don't get fired at the end of the year, although many are mediocre. At the end of the article, the author says why, although without noticing: a few percent of teachers who underperform get fired. The rest are doing alright, not necessarily great.

- A pointless article about "lowriders" in S Paulo, Brazil. What is a lowrider anyway? I live in S Paulo and in the US, and the only thing I know is that it is not something that matters.

- Why does a rant by a certified fool like David Stockman gets published?

- Inane platitudes about how to raise children. Parenting today is much better then in the good old days. I'd make the big compliment: most parents I meet are almost as good as mine were. Yes, they let us walk around, we didn't have cell phones, they worried, we got home. Now we give kids cell phones and worry less. If Frank Bruni doesn't like iPhones, he can take them away from his friends, not from my daughters.

- Poorly argued opinionizing about how China will become more innovative then America despite (or because) it is a repressive dictatorship. Having an opinion without an argument is not a reason to interrupt my Sunday newspaper reading. Having written a book is not a credential either. Anyone can write a book these days.

- The miracle in Northern Ireland. Peace in Northern Ireland is not a miracle. The United Kingdom is a free country. Catholic and Protestant should be able to live together like Hindu and Buddhist, Jew and Moslem. We do it in the US, we do it in Brazil. That they kept fighting for so long is a shame on both.

- Gossip about baseball players' contracts is not sports writing.

So here is my rant. I'm complaining so that I don't forget the good reporting that gets drowned in the junk: exposing ineffective protection of workers against poisonous chemicals, the role of slavery in the Northern industrial revolution, citizen science...

Obama em Jerusalém

Lindo discurso do Obama em Jerusalém. Não vou fazer nenhum comentário porque ele falou tudo que eu poderia dizer, e muito melhor. Estou cheio de orgulho do meu presidente.

Mas é interessante usar a oportunidade para olhar para a mídia brasileira. Quem quiser procurar alguma cobertura na assim-chamada "imprensa alternativa", que sempre tem algo a dizer a respeito do Oriente Médio, vai ouvir um silêncio ensurdecedor, e muito sugestivo. As reportagens dos grandes jornais também deixam a desejar, fora o @Gugachacra que modestamente concordou com os pontos do discurso em vez de dizer que foi Obama que concordou com o que ele escreve no blog.

Teoria ludopédica do controle

Os diversos objetivos e índices de mérito utilizados na teoria do controle ótimo podem ser entendidos por suas aplicações ao futebol. O objetivo do quíper é minimax: diminuir o quanto possível o aproveitamento do adversário em cada peleja. Os infames frangos devem ser evitados pelos bons profissionais. Em raras ocasiões um goleiro fica famoso por uma defesa impossível - ele se chama Gordon Banks - mas o caminho para o sucesso embaixo dos arcos é o minimax, não os momentos espetaculares.

O objetivo dos beques é a maximização do desempenho médio, critério conhecido em controle como norma L1. Contanto que o zagueiro tenha um desempenho consistente, erros ocasionais podem ser desculpados, e momentos de brilhantismo são elogiados mas dispensáveis. Já os alfos objetivam o melhor desempenho médio quadrático ou norma L2: os passes e tentos geniais valem mais no meio de campo do que na zaga, mas não dispensam a eficiência no desarme e a permanente visão de jogo.

E os avantes usam o critério maximin. Craque, na linha, é quem sempre faz seu golzinho. Ninguém se lembra de quantos gols o Ronaldo deixou de anotar - o artilheiro é famoso porque a cada jogo da Copa ele carimbava a rede, desequilibrando a partida e garantindo a vitória do Timão Brasil.

São esses os critérios de controle ótimo usados pelos bons jogadores de futebol, ainda que expressões matemáticas não sejam aplicadas explicitamente.

O legado do Chávez

Alguém escreveu em algum canto que Hugo Chávez apesar de seus defeitos deixa um legado.... Eis minha resposta:

Como assim as instituições permanecem? O vice-presidente não sabe quem é o presidente!

Desconheço lei venezuelana, mas numa situação normal, o vice-presidente que foi eleito para o cargo assumiria sem qualquer crise. Na Venezuela, tiveram que arrumar uma desculpa esfarrapada para dispensar a posse, e agora querem fazer uma nova eleição, porque o próprio vice não acha que tem legitimidade nenhuma - ou seja, o regime entende que o poder todo era pessoal do Chávez. Não sou eu dizendo isso, é o próprio vice!

Na minha opinião isso é um retrocesso enorme. Ainda não sabemos qual o preço que a Venezuela vai pagar pela desligitimização das instituições republicanas e pela imposição do poder pessoal. O único legado do Chávez é alertar às nossas elites para o que pode acontecer com o país se tratarem as massas como as elites latino-americanas de hábito fazem. O chavismo serve de advertência para não matarem a galinha dos ovos de ouro. Só.
